Franklin County is located on the Gulf of Mexico in the Florida Panhandle, southwest of Tallahassee. It was founded in 1832 and named for Benjamin Franklin, a famous statesman in early American history. The population was 11.549 as of 2010, and the county’s total area is 1,026 square miles, of which nearly 48% is covered by water. The county has a history in commercial timber and fishing, with a more recent increase in tourism and retirement communities. During World War II, much of the county was used for “jungle” training by the U.S. military, and the coastal area was perfect for amphibious training. After the war, the officers’ quarters became the start of Lanark Village, a small, unincorporated community on the coast.
The county seat is Apalachicola, named for a native tribe of the area, a subgroup of the Seminole. It lies at the mouth of the Apalachicola River, on the bay of the same name. Because of its location, it has served as a port throughout its history. More than 90% of Florida’s oysters are harvested in Apalachicola Bay.

The state-run Franklin Correctional Institution is also found within the county, at 1760 Highway 67 North, Carrabelle, Florida 32322, northeast of the county seat. The facility houses up to 1,346 adult male inmates in close, medium, minimum, and work release custody. It was established in 2005, and also supervises the Franklin Work Camp. The Institution offers GED, basic education, English, and literacy courses to inmates, as well as a vocational program designed to train assistants in residential plumbing. Being a newer facility, it has the capability to house inmates who are in wheelchairs.
