Holmes County is located in the Panhandle region of Florida, north of Panama City. The county is bordered by the state of Alabama to the north, the Choctawhatchee River to the west, and Holmes Creek to the east. The origin of the name is unclear; some believe it was named for a half-breed Creek Indian chief who lived in the area around 1815, but others maintain that the county is the namesake of Thomas J. Holmes, a settler who moved to the area from North Carolina about 1830. The county was established in 1848. The population was 19,927 as of the 2010 census. There have been four different county seats: Hewitt’s Bluff, Pittman’s Ferry, Westville, and finally Bonifay since 1905. The total area is 489 square miles, making it the fifth smallest county in the state. The county’s economy relies largely on logging, farming, and cattle ranching.

The Florida Department of Corrections also has a facility in the county, Holmes Correctional Institution. It houses up to 1,185 male inmates in close, medium, minimum, and work release custody. Built in 1988, it is located at 3142 Thomas Drive, Bonifay, Florida 32425. Many programs are available to inmates; academic programs include basic education, special education, and GED classes, and vocational programs offered are welding, computer support, and automotive collision repair and refinishing.
